No. A flat tax would be everyone pay the same amount. Take the anual budget and divide by the population. Everybody pays that (about $10,000/person). Everything else is a compromise.

Because the theoretical “flat tax” is impossible to collect, then a progressive tax by percentage is the next best thing. Tax all income at, say, 25%. No deductions for anything, ever. Not for dependents, not for mortgage income, not $500/year for schoolteachers because they’re Americans Heroes, etc. None.
