I know an 11 year old girl who got expelled from our grade school. I think a case like this has more to do with the parents than you think. In our case the 11 year old has been harassing former classmate after former classmate. She leave one alone and move on the the next. It seems obvious (after confronting the kid’s mother) that the kid is looking for somebody to knock some sense into her mother’s head. The mother just gets defensive and makes threats that she’s going to get her staff at the DA’s office to research your tax records and crap like that. I called her bluff and made a police complaint. I don’t know if it’s going to go anywhere. It seems all I can do is get a some sort of Do Not Contact order or something like that. The kid laid off of my daughter since, but has since moved on to somebody else. The school principal had previously said that she feels bad for the kid, that she’s crying out for help. I didn’t buy it at the time, I figured she was just a delinquent, but after dealing with the mother, I see what she means.
