You know, I played Fallout 3 several times, but it was only while going over the Fallout wiki that it occurred to me that several characters involved in the Fort Constantine heist talk about feral ghouls being the reason they never completed the mission, but you never run into a single one.

Maybe the ghouls got killed off in the passing years?
