Well I am not sure where you are, but does it rain a lot where you are or nearby? Chances are that the aquifer is ultimately fed by melts.
No, odds are the aquifer is older water, not fed directly from melt. Some aquifers have had water for thousands, maybe even millions of years that cannot be replenished in any way, shape, or form. Most places in the Southwest do not average much in total rainfall for the year (maybe 10-15 inches total).
