If they know a particular terrorist target is ordering a router on the internet they’re already being tracked or listened in upon. They’d have to. If they called in the order they’d have to already be listening in on his calls. Only other way would be the NSA is tracking router or server orders from the manufacturer. So some guy in Yemen is going to order a router from the USA?

The targets might not necessarily be terrorists - one possibility could be an organization that’s placed so that some kind of targeted communication will go through its servers or routers.

Wireless routers are definitely a consumer item these days, though.
