Nothing in it does, but unless they can sign an affidavit saying they have reason to believe the shooting occurred in an illegal fashion, they can’t make the arrest. A judge has to approve the warrant for the arrest. They don’t have to say they’re certain, but they have to say that more likely than not, a crime has occurred.

They’d have to have factual reason to believe that the ‘defender’ either wasn’t defending himself, or didn’t have reasonable fear. Otherwise, no crime has occurred.

Some police have arrested people anyway, and had the arrests vacated by judges on these grounds. Complicating this is that the Florida Supreme Court has ruled that a judge, not a jury, decides the fitness of this defense.
