I don’t think it was the WH that proposed it, they, he, just said they wouldn’t veto it.

Congress has to actually get a bill to his desk before what he will or won’t veto comes into play. Also, he doesn’t actually have the power to introduce legislation, he can propose it informally, in an annual or special address, and hold Congress over for special session, but can’t force them to vote on or pass squat. I know you know this, but it bears mentioning anyway.
