I think this is a major violation of the Establishment Clause. He is walking a fine line.

Did he limit attendance to Christians?
I know the rally itself was heavily Christian-oriented.

My guess is that he has a bevy of attorneys and advisors who let him know exactly how far he could go. The whole thing was most unseemly at the very least. Just way over the top, and not appropriate. But he probably knew exactly what the limits are and made sure to stay in ‘em.
