Strictly, the XIII Amendment permits it:

Section 1. Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction.

That said, one could make an argument that such labour is only permissible in the context of a punishment handed down by a court.

If they’re in immigration detention, they haven’t been duly convicted of a crime. They’re awaiting their possible potential day in court; if convicted, the sentence is likely to be deportation.
