Yep. Because it’s never just a couple of guys who did something naughty and got caught. It’s always somebody who covered the asses of people below them to save their own jobs and who in turn used the threat of going public to keep the people above them from saying anything.

In a hierarchical structure where power flows from the top down, responsibility goes right back to the top, so yes, they were covering their own asses.
