Let me reverse the question, if I may: What evidence do you have that Walker wanted to restrict unions further? Because I have seen little on that point save supposition.

If he wanted to save money, the Unions were willing to cut back their costs.

Walker insisted on breaking them completely and refused to strike a deal.

Why would he do that unless his end game was busting unions?
