Since the broadcasters do not own the electromagnetic spectrum, but simply pay (in some cases not very much) for the use of said spectrum for their own use (in most cases to make a profit), I’m not asking them to “pay” anything.

Yes, they would have to pay the labor of the techs behind the scenes who are running the broadcast towers… so maybe some direct billing of labor hours for those folks should be allowed… but other than that, all I’m asking is for the broadcasters to carry out their civic duty.

using an item (broadcast time) that used to generate revenue and giving it to someone else for free costs far more than the labor required to use the item.
