That is kinda what I was implying. CA is going to need the pressure of an emergency or two before they pony up for the technology. Hell, they’ll need the pressure before they admit they need the technology. That is certainly how it works here.

In politics and a teenager’s life, 4 years is forever. Or if not forever, it is as long as they need to look ahead. So they think.

And yes, I am implying an emotional similarity between (male) teenagers and (some) politicians.
