That’s the funny thing about statements like that. There are no “Prayer Police” that run around schools slapping prayers out of children’s heads, or the heads of the faculty for that matter.

Ought to be able? Any and every person is ought and able to pray in any environment they wish to.

Where the schism hits the road is when gov’t agencies endorse, lead, or compel specific, sectarian prayer.
