No, the local cops put the cuff on him first, for no other reason than his lack of a birth certificate. Then they gave him to ICE, who released him when his wife showed up with it. This is exactly how the AZ law is designed to work. It had been passed, it was only awaiting signature. The cops didn’t care. Again, he was not arrested for any other reason than the lack of a certificate. He would not have been in custody otherwise because he broke no law. You cannot blame ICE for this.
