Was, for a few years, but many years ago. My neighbors had a self-admitted split personality over treatment of the zingare. They could point to a statistically real minor crime problem, and recognized a communal guilt over the exportations in WWII. They tried to reach a balance by police efforts to keep the migrant population isolated in ‘caravan’ areas.
(This was during a good time in N. Italy, before the real rise of the Lega Nord klansmen.)
