Well, now the “I’m being forced to make this statement under duress” monotone makes total sense, he adopts it every time he’s had a speech shoved in his hands by his staff.

Why did Trump demand the time for the speech in the first place? Or is this not what he was planning on saying? Certainly our panic over a potential declaration of national emergency was unwarranted. Or maybe that was his original intent but he was persuaded not to unleash a Constitutional crisis.
