Sabot rounds make very small holes…..

And requires a hit on armor to really be effective. Sabot round effective turns molten after punch a small hole in the armor, showering the interior of the armored vehicle with molten, highspeed metal. Concrete would not present enough resistance to “activate” a Sabot round in that manner, just punch a very small hole, in several walls till it ran out of energy.
