And Bush I didn’t signal Iraq to take Kuwait — either an ambassador incompetently phrased things ambiguously, or a translator fucked up. Saddam was whining, asked us to get him what he wanted from Kuwait, the US said “not our problem, we’re not getting involved”, and Saddam chose to interpret that as a go-ahead.
