One can start with HR 3200 which is from where it will no doubt evolve. Best strategy is to concentrate on the fiscal and enforcement issues which is what I see to be the most imposing aspect.

All criticism aside I was trying to think of a few aspects of the bill that I find myself in agreement with. One being the mess of “pre existing” conditions and out of pocket insurance costs. Unfortunately there seems to be no interest in at least some tort reform.
