You are misunderstanding their answer because you wrote your question in an ambiguous way.

“Do people that do not recognize Jesus sin?”

You meant, “Do people that do not recognize Jesus sin by not recognizing Him?”

They are answering, “Do non-Christians’ actions like lying or stealing count as sin?”
