I may be totally off base here, but if I were worried about an announcement causing rioting in a community, I don’t think I’d make that announcement late in the day on a Friday.
Bright and early Tuesday morning seems like a time that would give less opportunity for things to get out of hand under the cover of darkness, and without a whole weekend for things to stay that way.

Perhaps there’s a madness in their method?
