This reminds me of the Stalin-era stories from Russia about some metal dishware factories whose output was graded by the tonnage shipped. Of course they solved for the requirement by making tremendously heavy pots. Government agencies chasing Trump’s promises will keep giving us Stalinist inefficiencies.
