Affirmative action actually means stepping up recruiting if you’re missing minorities from the workplace. It’s about getting applicants into the pool. THEN you make a choice to fill the position based on qualifications. If you have more minorities in the pool, you are more likely to find one that is qualified, just like any kind of pool.
