I only read a few bits of Judge Dredd (was much more into X-Men & Cerebus during peak comic buying) - did he ever find anyone innocent?

Not that I can recall.

He did, however, sentence a man who’d lost his job to a robot to hard labor. This person had gone mad sniper.

The perp was glad to be working again. Dredd thought, “We’re not supposed to care but sometimes you can’t help but be touched.”

It helps if you look at Dredd as satire rather than speculative fiction.
