The Examiner is not much of a paper, and if you look at the article, you’ll see this is being ‘reported’ by a freelance writer living in San Diego. There’s no suggestion of where she’s getting her material from in the article, and it’s obviously being written up to make what may be a real story at it’s core (Would I be surprised to learn that Los Zetas have access to a ranch near Laredo and the FBI is working on it? No.) very dramatic and horrifying.

There may be some kind of story here, but I’m willing to bet that it’s less exciting than presented. Also, unless we now consider drug cartels to be governments, this is not an ‘act of war’.
