No, it sounds more like a Mahatma Gandhi type statement. The idea being (and I’m going to quote directly from the movie Gandhi here, although the movie gives this line to the speaker at Amritsar, just before the massacre) that if protesters use violence on police officers “We [the protesters] become the Vandals, and they [the police] become the Law.” Not well deliver by Lerner, though.
