Define victory in this context. What conditions have to exist before you would reduce troop strength there?

A minimal victory would be characterized by this: that al Qaeda did not get to reconstitute training camps in Afghanistan. They could exist in the shadows…they exist, now, in the shadows in Europe, Africa, Pakistan, etc. But we would know we had “won” if they didn’t get to put up a banner, fly a flag, recruit openly, set up a firing range and an explosives school and so on.
