Not to be rude but that’s a little simplistic. Expecting a civilian population to rise up with pick axes against an aggresssive, well armed, and brutal opposition is asking a bit much. It’s a matter of survival, they’ll follow whoever holds the upper-hand and without the troops to hold an area we just keep contributing to a vicious cycle.

You left out this part where I said:

Expand the growth of the Afghanistan military and economy. That is divert the money from our own military operations towards those two goals.
