Yes and no.

Tactically useful sized weapons are still far more difficult to build than a device that goes boom.

There are only two countries in the world with enough nukes to fantasise about fighting a war with them. Everyone else has enough to deter what they think is a credible threat. For small countries just being able to threaten to get one bomb on target is enough.

The Russia, the US, France and the UK can think about the “sophistication” of their bombs, everyone else just thinks about getting something more powerful than the thin man more or less on target.
