Lemme guess - the politicians got involved, right? Or some transit system set up by two or more governmental agencies?!
WHAT would do a LOT for the emissions from auto’s and trucks would be to make better electric autos and trucks and then FIND SOMEPLACE to plug ‘em in - hence my pushing for nuclear energy! Might not help with traffic congestion, but at least would make the entire area “greener”.
And, fwiw, I am a “Greenie” - I’m all for conservation and using grass (bamboo) instead of other woods for flooring and stuff, but Solar and Wind power are just too far out from being practicable, and pose their own environmental problems that I just don’t understand the reluctance to use Nuclear Power!
Hell We have Two Nuke’s here in N.C. and one operational and another set to come on line in South Carolina in the near future!

Thumb nail, the set up a Regional Transit Authority (RTA) (staffed with good ole boys).
They then voted put up a vote for regional light rail. It failed.

Then then adjusted the RTA boundaries so it encompassed the precincts where it passed and cut out those where it failed.

The people voted for 21 miles for $10B by 2004. We have 11 miles for $20B in 2009.

If I contracted with a vendor and got half of what I ordered at twice the quoted price and years late, we’d be talking lawsuit country real fast.
