It does not, however, justify him getting shot. I’ll leave the last word on that point to Mark Steyn. I know he’s sometimes a jerk, but he’s dead on here:

And what is it we’re supposed to “assume” is correct? That the police had no reason to believe Brown had done anything illegal when stopped? Or that Wilson had no idea about the robbery when he ran into Brown? Or that he recognized the cigars Brown had and deduced he was the robber?

They can’t all be correct.
