I don’t think so, unless they are above a large critical number needed for security. Kandahar isn’t going to turn into Bad Kissigen.

The Afghans and Iraqis know the can’t trust their own security forces. They’re going to want us to stick around. Didn’t Panetta just say he expected the Iraqi government to ask us to stick around for at least the next couple years?
