There is truth to that. Some rental car companies have had clauses in their rental contracts that prohibit you from driving recklessly, on off-road situations, etc., and can tack on additional fees as a result. Speeding could constitute driving recklessly.
There are some roads in Massachusetts where driving the speed limit would be driving recklessly, as everyone else tries to pass you like a rock in the middle of a stream.
Parts of Rt. 2 come to mind; limit 45, actual 55-60 if the traffic allows.
