Not entirely. For Catholic groups this bill really does run counter to church teachings, which have long held that personhood begins with movement (though some have argued first heartbeat). The Catholic Church has never held a fertilized egg to be a person.

That is incorrect in regard to the modern church teaching, which is adamant that life (=personhood) begins at conception. That, however, was not always a Church consensus. There were various opinions before the XIXth century. The Catechism of the Council of Trent, for example, assumes that personhood begins some time after the conception.
