The longer he holds out on making that declaration, the less likely it becomes, if it was ever likely. And that’s the point.

Executing that declaration isn’t really in his plans. Of course no one has given any evidence that it wouldn’t be bitch-slapped to oblivion like Youngstown Steel got bitch-slapped by SCOTUS 44 years earlier. Trump knows it, his inner circle knows it, everyone who has a lawsuit on the ready against said execution knows it.

It’s not the act, but the threat of an act. He’s merely been using this threat to intimidate the Democrats into going his way, and son of a gun, it’s not working. It never had worked. And it will never work.

The thing about dominance politics is it only really works towards one end: Establishing that you are the one with the power and can do as you like. And the biggest part of that in what is currently going on is Donny does not simply want to get his funding, he wants a fait accompli from Nancy. He wants it made clear that, in the grand scheme of things, he is the head honcho and Congress answers to him. And an national emergency declaration doesn’t get him that, because it would be him going over Congress to get the money. Nancy would remain unbowed, Congress would remain defiant, and he’d still be stuck screaming on Twitter as his demands went nowhere with the House.

So he’ll keep threatening to use that declaration, threatening to override Congress to get what he wants. But he won’t go through with it because he doesn’t just want the money, he wants Nancy to bend a knee to him. And so long as he fails to get that, he can’t feel as though his dominance is established.
