Well that will be interesting to see politicians try to make that happen. People around here of all political stripes are extremely protective of the Great Lakes.

The Great Lakes Compact will certainly help, since one state can’t act independently of other members. But if the price rises high enough, membership will lose it’s appeal.

More important is the possibility of the Federal government bowing to growing political influence in the Southwest (Phoenix was the fastest growing metropolitan area in the country until the recession hit, I believe) and declaring the Great Lakes to be a “National Resource” controlled by some Federal agency which would decide how to parcel it out across the continent. It might prove to be the trigger for a resurgence of Federalism, but it’s within the Fed’s power to do this if they choose to.

Michigan already pisses away huge amounts of tax dollars to the Federal government and receives little in return. Our water won’t be treated any differently.
