I am trying to think of an International equivalent. East Germany? I think East Germany was rather harsh to outsiders, if I am not mistaken.

Whereas Western Germany has had guest workers and immigrants living among them since the 1960’s, East Germans were hardly exposed to contact with foreigners. And although the west is not without its issues of race and ethnicity, in general, they are a lot more open and accepting than the easterners.
