Really just don’t know. He could be a victim of a mindless bureaucracy, or an angel-faced monster who scared the shit out of his teacher. The mistake might have been in the “sexual harassment” bit instead of “terminal disrespect”.

(Disclosure statement—Daughter One teaches in a juvenile jail. One of her pupils last year was a 9 yr old down for attempted murder of his grandmother.)
