You’re missing the point and the question. NATO is sponsoring the conflict in Libya to protect its interests against its perceived rivals. It intervened in Kosovo to give it a lead up on Russia (which, like Serbia, still considers Kosovo as a “rogue province.”) The massacres, while definitely Serbia’s fault, definitely helped its case forward.
