As if he’s not the first to make that promise - Bush promised a manned Mars mission; Obama promised a return to the moon. They started the Constellation program to build the heavy rocket capabilities and the platforms necessary to get missions back to the moon, including the Ares rocket and Orion capsule, but the program has been all but killed in name.
