Strange. Not voting treated as a no vote? That doesn’t make sense to me. If you don’t vote in this instance that’s a “yes” vote. One man. One vote.

The simple guy that I am would think that someone not casting a vote would equal 0 vote - it doesn’t get counted as either a “yes” or a “no”.
Only those votes actually cast would be counted.
