OK, once again, say it with me class, “decimated” means that you lost 1/10th of your army/population/rights/whatever it is you’re complaining about. Decimated as it is usually used lately actually does not mean what the author apparently thinks it does.

“You keep using that word but I know it doesn’t mean what you think it means.”

In this case I suppose it must mean that every tenth picture you want to take can be forbidden by the police? :p
