The Federation was there. Think of it as a peace summit. Star Trek is big on peace summits, and they do more good in Star Trek fiction than in real life. But that’s because in fiction the good guys aren’t represented by a bunch of diplomats who would rather give away the store and hope for the best than actually take a firm position.
