I first came across these theories through my Berner friend, and they go like this:

1) Assad is winning anyway so why would he use gas and set himself up for international retaliation?
2) Ergo, rebels deliberately stage or fake these chemical attacks on civilian populations under their control in order to “frame” Assad and provoke a Western military response

You can blame GW WMD Bush for the fact these theories have reached the credibility they have :/
