We have things like radar and flying machines. So far we seem to chase those we are close to and wring our hands about the others. If most piracy originates in Somalia, blockade the coast and search every vessel coming or going. Sink all boats found with weapons or refusing searches. Invade the coastal areas that they are supplied from, and so on. This is not a matter of preventing smuggling of ounces of drugs by thousands of individuals on the ground.

In other words make it a war that is unprofitable to them.

Does the US have the ability to effectively project ground troops in any real number halfway around the world at the moment into yet another nation that is seriously in need of rebuilding?
