The backing down just means he’s a whimp. And it should have never gotten to the point of them even being made available for release - he sponsored their release, thus he’s the culprit.

So you admit that he did, in fact, back down.

Then you proceed to give your personal opinion as proof that he is guilty of something. (“Guilty” is what “culprit” implies, isn’t it?)
