No, it isn’t. What Goldberg is saying is that if the GOP tailors policies that are designed to work well for minorities, the left will not give Republicans any credit for the shift, for its own political reasons. No matter what actions it takes, large portions of the left will call the Republican party ‘racist’. So given that the GOP cannot avoid the charge being throw, Goldberg is say the GOP should not allow itself to be stung by the charge and work to develop effective polices that will benefits blacks and Latinos.

Goldberg’s piece isn’t racist. His “more racist” line is him decrying weaponized charges of racism.
