Especially in an economically depressed area, or fields with generally low-skilled workers it will be an outright race to the bottom by companies. Without somebody who hold some power defining what is and isn’t permitted, the employer has all the cards. The worker can’t just ‘go find another job’ when they are few and far between.

Skilled workers with easily transferable skills, who aren’t living from paycheck to paycheck praying the car battery makes it one more month don’t face the same thing at all. They have, by dint of their skillset and resources, the ability to negotiate with the employer, and for them, the threat to walk is a real tool.

As for schools / job training, which party is busy cutting the funding as fast as they can?
