Every ship doesn’t have to be armed to be a deterrent, as long as it’s not obvious who is, and pleasure boats are advised to stay away from the region. How much do you think it would cost a ship to hire three men with appropriate weapons for perhaps 5 days?

As to real fishermen, you think they need to be armed and hundreds of miles offshore with small boats?
